SMCCD COUNTER PROPOSAL TO AFT, LOCAL 1493

TERM: Four years, effective July 1, 2005 through June 30, 2009
WAGES:
- Effective
with the beginning of the Fall semester 2005, the District will adjust the
AFT salary schedules for full and part time faculty to reflect an increase
of 3.23%.
- Effective
with the beginning of the Fall semester 2006, the District will adjust the
AFT salary schedules for full and part time faculty to reflect an increase
of 4.92%.
- Effective
with the beginning of the Fall semester 2007 the District will adjust the AFT
salary schedules for full and part time faculty to reflect an increase equal
to the actual funded State COLA less 0.5% for the increase in health
benefits, cost of part time office hours of 0.26% and the market
adjustment of 0.24% in providing 0.92% on Steps 14 – 23 of the full time
salary.
- Effective
with the beginning of the Fall semester 2008 the District will provide a
total compensation adjustment for full and part time faculty to reflect an
increase equal to the actual funded State COLA less 0.5% for the increase
in health benefits.
BENEFITS:
Effective January 1, 2006 the District will increase the
amount of the employer-paid premium cap for PERS Health Plans medical coverage
using Kaiser as the benchmark as follows: single cap to remain at $604.00, $739.00
for 2-Party, and $973.00 for Family. The District and the
Effective January 1, 2007, 2008, and 2009 the District will adjust the employer paid premium cap for the PERS Health Plans medical coverage using Kaiser as the benchmark. The District will increase the medical cap as follows: Full coverage for single employees in all plans except PERSCare which will be capped at $604.00 per month. For 2-Party and Family Kaiser coverage the employee out of pocket will not exceed $40.00 per month. For 2-Party and Family coverage for all other medical plans the Employer contribution established for the Kaiser Health Plan will apply to these plans. The District and the AFT acknowledge that this adjustment represents an increase that approximates 0.5% of the District annual costs for the AFT Unit.
PART TIME FACULTY
MEDICAL REIMBURSEMENT
Effective January 1, 2007, the District will increase the medical stipend for part-time faculty to $500 per six month period if the State funding for part-time medical coverage fully covers the increased cost of providing this stipend
Effective January 1, 2008, the District will increase the medical stipend for part-time faculty to $550 per six month period if the State funding for part time medical coverage fully covers the increased cost of providing this stipend.
Part Time Faculty Office Hours: Effective August 14, 2006 the District will reduce the part-time salary schedules in effect for the 2005-06 academic year by 5.78%. The District will compensate at the rate of one office hour for three units an individual teaches (pro-rated for less than three units taught per semester). Effective August 14, 2006, the District will allocate $540,000 to pay for part time office hours which will compensate part time faculty for office hours at 82.6% of the Special Rate of pay. Effective with the beginning of the 2007 - 2008 Academic Year, the District will allocate an additional $125,000 to pay for part time office hours, which will compensate part time faculty for office hours at 100% of the Special Rate of pay. Payment of part time office hours will appear as a separate line item in the monthly paycheck.
Re-Openers: For the 2007 – 2008 and 2008 – 2009 contract years, each party can re-open up to three non-economic items in any article excluding Articles 8 and 9.
