NON-AGENDA ITEMS:
Ernie Rodriguez - On March 8 from 2:00-5:00 there will be a special meeting in the CSM staff dining room to discuss adjustments in EC meeting procedures. The objective of the meeting is to develop a concrete work plan.
CO-PRESIDENTS REPORT - Katharine Harer
AFT Local 2121 and AFT Local 1493 will be sponsoring a "potluck" on March 12 to raise money for US Labor Against the War. EC members signed up to bring a dish. The gathering will include a display of war photos by a Bay Area photojournalist.
Presented were flyers for a March 19 labor-sponsored anti-war rally.
Katharine recommended the movie, The Take, about factory workers in Argentina.
NEGOTIATIONS REPORT - Joaquin Rivera
A flyer detailing the pending negotiation agreements was handed out and presented. The negotiating team expressed dismay that they still could not resolve the part-timer office hour issue. AFT is prepared to mount a campaign so that this issue is resolved. Debate ensued over the medical cap change and the additional compensation for large classes. A member was concerned that an instructor's decision to have a large class would be motivated by money, not pedagogy. However, it was brought up that departments establish their policies regarding class overload. The contract is for 2 years only and after that, is subject to re-negotiation.
GREIVANCES - John Kirk
The following issues are currently being discussed and hopefully being resolved:
Sick leave calculations for part-timers need to be re-examined.
Also at issue is Workman's Compensation. Workman's Comp is taken out of sick leave. Whether one gets Workman's Comp depends on the Workman's Comp administrator. However, this administrator is selected by district, so claimants are at a disadvantage.
Some part-timers put their hours on time sheets because they do not teach regular set hours. The problem is that time sheets in of themselves are not contracts.
District budget committee allocation models: ADA is usually given to bigger colleges because their enrollment is bigger, but this puts smaller colleges at a disadvantage. Allocation models are currently being reconfigured to accommodate smaller schools. The EC will be discussing further allocation models at our March 30 meeting. Invited guest will be the district Chief Financial Officer Kathy Blackwood.
DISTRICT SHARED GOVERNANCE
The Mutual Respect Policy has been placed into a sub-committee.
Meeting was adjourned at 4:05.
Respectfully submitted,
Kathleen Feinblum
