Minutes of Executive Committee
of May 12, 2004

ANNOUNCEMENTS AND NON-AGENDA ITEMS

 

Dan K handed out a resolution for us to pass and add to the agenda of the upcoming California Labor Federation Convention this year. The resolution stems from the unfortunate history of the AFL-CIO taking money from CIA. Currently, the AFL-CIO has decided to accept money from National Endowment for Democracy which is supported by the CIA. The money is going toward reconstructing the labor movement in Iraq. The resolution states that AFT Local 1493 disapproves of accepting this money, given the history of the CIA. The resolution was approved with 2 abstentions.

PRESIDENTS REPORT - KATHARINE AND JOAQUIN

 

The CFT has new college scholarship for the children of CFT members.

 

Civil Human and Human Rights and Women's Conference will be in Manhattan Beach this June 11-12.

Barbara Christianson called regarding the new faculty housing project which has been approved. She wants to put together a fund to help with closing costs and asked for an AFT contribution. The EC agreed to contribute $200 a year for 5 years.

 

Benefits will be a big issue in negotiation. We should look into cheaper rates. AFT received literature from Fickewirth Consultants which helps unions find cheaper rates for health care plans. Fickewirth has assisted various community colleges like the Los Angeles Community College district with their health care plans. Right now, San Mateo Community College has PERS. In order to change plans, the district needs to completely withdraw from PERS and the time frame for making the decision this year is rather tight. To get the accurate figure of cost of changing plans, the district would have to do a census analysis. If our district agrees to take on Fickewirth as a consultant, the district will pay the fee.

 

Teeka: Will prices go up if someone is faced with higher health care costs? What is wrong with the PERS we have?

 

Katharine: Fickewirth seems very savvy because they are labor union oriented. LA Community College has improved their benefits package. Fickewirth will also assist in negotiations related to health benefits.

 

EC expressed interest in looking into Fickewirth, but finally decided that we need more time to look into the particulars.

NEGOTIATIONS - JOAQUIN

 

We are waiting for a negotiating date from the district. Joaquin is going to have a meeting with the counselors from all 3 campuses to decide on negotiation issues and come to a consensus.

NOMINATIONS

 

AFT Nominations were read. We are missing some Part-time reps from CSM but we can nominate in August. In the race for President, Dick Claire has put his name on the ballot, making the Presidents position the only contested race.

 

In response, Joaquin and Katharine will be running a very quick and powerful campaign. They will start with creating flyers listing their accomplishments while in office.

 

Election ballot will be due June 1.

DUES RESTRUCTURING PROPOSAL

 

Teeka reported some hostile feedback regarding the dues reconstruction.

Some concerns voiced to her were whether AFT really needed the funds.

The biggest complaint/misconception was that AFT defends mediocre teachers. Others on the EC commented that this is a common but incorrect misconception. In fact, the grievances have cost less than in the past, and the biggest factor causing a crisis in funds is that the district has lost more than 100 part-time faculty who normally would pay dues, and the cap on full-time faculty salaries above $50,000.

 

Members offered various feedback regarding the Advocate article on dues restructuring. Again, we discussed what should be included in the informational brochure. Work on the brochure will take place over the summer.

DISTRICT BOOKSTORE COMMITTEE: KAREN OLESEN

 

The district bookstore committee recommended that we stay with our present bookstores, but revisit the issue in five years. Rick Bennett was supposed to send a draft with recommendations for bookstore improvements and that an oversight committee to be set up to monitor recommendations.

BUDGET REPORT - JOHN KIRK

 

Governor Schwarznegger has designed his first budget revise. The governor made a deal with CSU and UC that community colleges receive the overflow of students who cannot get into CSU and UC for lack of space. Our governor has jettisoned the community college mission and has negotiated a lot of deals behind closed doors without approval of the legislature. The democrats are too afraid to speak out because of his popularity.

 

The district budget committee will be meeting to discuss State budget revise. Skyline already met to make very deep cuts. But how about CSM and Canada? A budget sheet was handed out. Concern was expressed that the monies for smaller programs such as EOPS and raises for part-timers will be folded into the base. If this happens, we will have lost a lot of money that had been negotiated and approved.

GRIEVANCES - JOHN KIRK

 

The part-timer removed from seniority list after missing 3 semesters has been re-instated.

 

CSM has had problems in the past of not acting appropriately in cases where teachers have been harassed and threatened by students. In the present grievance case a student was stalking a teacher, and after a previous weak agreement that the student not attend class but still hand in paper, a stronger agreement was reached in that the student might be expelled from school.

 

Unfair labor practice charge that we filed with the Public Employment Relations Board (PERB) regarding raising class size at Canada without negotiating with the union was found to have merit by PERB and an informal conference hearing date has been set.

Romy - Canada faculty is working with their budget committee at present.
